CJA Consultants brings together experts specialising in EU institutions, policy and legislation.

Our directors and consultants have either worked in, or have substantial experience of, EU institutions. Three of our directors are former MEPs: Christopher Jackson, founder of CJA Consultants, Peter Price and Amédée Turner QC were each Members of the European Parliament for 15 years, from the first direct election in 1979 to 1994. Each has over 20 years’ experience of advising on EU issues. Other directors and senior consultants have substantial experience over a wide field.

 

Directors and Senior Consultants

Christopher Jackson : Special knowledge of financial services, competition, intellectual property, and development. Formerly Deputy Leader of the Conservative MEPs, he was appointed an Honorary MEP in 1994. As Parliament’s official ‘rapporteur’ (spokesman) on many items of legislation, he has over 200 mentions in the EC Official Journal. He was Conservative spokesman on: relations with developing countries (and Rapporteur-General of the ACP-EEC 67 nation Joint Assembly); agriculture; economic and monetary affairs; foreign affairs and defence. His business career includes being a senior manager of Unilever; General Marketing manager of the Save & Prosper Group; director of S&P Services (insurance); Director of Corporate Development of Spillers, an international food group with a turnover exceeding $1 billion; and Chairman of European Broadcasting Network plc. He read Physics at Oxford and studied at Frankfurt University and the LSE. He is based in England.

Susan Harvey: Director of Transport Initiatives. She was an adviser on transport and electronic industries in the National Economic Development Office. An expert in Transport, Intelligent Transport Systems, and Transport Telematics, she was Secretary General of ITS Focus (Intelligent Transport Systems Focus) a public/ private partnership in the UK from 1993-99. She has contributed to international transport symposia and to EU and British government transport studies. She was a reviewer for the Drive Programme, and is a reviewer for the European Commission’s Fifth Framework Programme. A Director of Traffic Solutions Ltd, she read economics at London University and has a B.Sc Hons degree and a certificate in Transport Studies. Based in London.

Peter Price: European Strategy Counsel, Solicitor and non-executive director of a company certifying quality standards. Expert in environmental issues. As an MEP, served inter alia as Chairman of the European Parliament’s Budgetary Control Committee, rapporteur for the Legal Affairs Committee on Single Market in financial services directives, and rapporteur for the External Economic Relations Committee on aid for Russia and the NIS. Awarded honorary membership of the European Parliament in 1994. As a consultant, has specialised in environmental issues, such as water quality and dangerous substances, and food issues, including GMOs and baby foods, together with financial services and other Single Market questions. Team Leader for Phare European Integration Project in Latvia in 1997. He read law at Southampton University and recently obtained a post-graduate diploma in EC law at Kings College, London. Based in London, Cardiff and Brussels.

Amédée Turner : Queen’s Counsel specialising in intellectual and industrial property law. Former chief whip of the Conservative MEPs; Chairman of the Civil Liberties Committee of the European Parliament; rapporteur of 40 parliamentary reports on all aspects of European legislation, European technology policy, development policy, international crime and Europol. Appointed an Honorary MEP in 1994. Practised at the London Patent Bar 1954-1979 (New York 1957-60); author of ‘The law of Trade Secrets’ and ‘The New European Patent Law’. Advises the European Commission on industrial and intellectual property issues; advisor to the Russian Patent and Trade Mark Office. Of Counsel, Oppenheimer Wolff & Donnelly, Brussels; senior counsel to World Space UK. Read Law at Oxford. Based in London.

Ben Patterson : Special fields taxation, economic, monetary, fiscal and social policies. Former MEP, vice-chairman of the European Parliament’s Economic and Monetary Committee and member of the European People’s Party Bureau (Christian Democrat/Conservative). Parliament’s rapporteur on the “1992” Single Market programme, and on VAT and excise duties. Conservative spokesman on social and employment policy, economic policy and Parliament’s rules of procedure. Honorary MEP since 1994. Deputy Head of the Parliament’s London Office 1974-9. Responsible for research in Parliament’s Economic Division 1994-2004 - in particular, as a member of its Monetary Union Task Force, on the introduction of the €. Numerous publications on taxation, monetary and fiscal issues. Experience includes lecturing, journalism, serving on a London Borough Council and as Director of an industrial property company. Read Modern & Medieval Languages at Cambridge and Economics at LSE.
